I meant "can't".

SFTP is also timing out when listing /.

That's the odd part. I can manually enter "/etc" for example and will work.
I can also do this on some Linux boxes but not this one.

Well the server simply does not respond.
Have you tried SFTP?

This is the log after logging in and before selecting the "/" directory.

Logged in as root and the home directory (/root) listed fine.
Also incresed the "Server response timeout" to 60 from the default of 15 seconds.

Timing out at the root level

V4.0.7 (Build 370)
When connected with SCP to a Linux host running redhat 3.8, if I try to go to the root (/) level, get the message "Host has not answered for more than 15. Still waiting..."

But can click the folder icon and type in "/etc/.." to bypass the GUI selection process.

Running on Windows.

Works on another Linux system of the same build. I'm looking into it further and looking for any assistance.
