"Move to" command not available

Hello. I am novice at using FTP, so please be patient!

I am using WinSCP because I read about it here https://forum.qnap.com/viewtopic.php?t=17798

I am trying to do exactly the same thing as in that thread.

I can see the 'Move To' command, but it is greyed out - can you advise what I am doing wrong?
