I found a workaround for proftpd / WinSCP:
in proftpd.conf add the line
TLSOptions NoSessionReuseRequired

Hi same here:
Until yesterday ran proftpd 1.3.1 and winscp could connect without problems. Filezilla does not.
When searching, I found a bug in proftpd. Since the update to proftpd 3.3.3 filezilla now runs perfectly.
WinSCP throws the following error now:
425 Unable to build data connection: Operation not permitted

have a similar problem with ftpes. After connection is established there is a error "could not retrieve directory listing"
tried tls and ssl, tried passive mode and no passive mode, doesn't matter

works fine with filezilla
