Does setting the type to I or A have anything to do with what port ranges need to be avaialble?

FTP SET TYPE COMMAND
I have an earlier post '421 Can't create socket ' in it has log file of a successful connect via FileZilla and a non-successful WINSCP connection. Looking at the two log files the only differences is that FileZilla does
Command: TYPE I
Response: 200 Type set to I
and WINSCP does
TYPE A
200 Type set to A
What's the difference between type I and type A. Is there a way to have WINSCP use I?
