Putty seems "old" and doesn't include many of the new options and ciphers, for example in OpenSSH. Seems as Terra Term is updated regularly.

Switch codebase or include from TerraTerm project?

On https://osdn.net/projects/ttssh2/ you can find Terra Term, a opensource ssh client that is actively developed. Perhaps it might be wise to base or add WinSCP for that project, rather than the stale PuTTY project?
