Yes, it's global.
You can create transfer setting preset with hostname-, username- or folder- specific auto-selection rule though:

Save transfer mode per Session?

I need to be able to create 2 sessions.
1 with a tranfer mode of Binary and 1 with a transfer mode of Text.

It appears that the transfer mode is a global prefrence... Can I not save this setting per site session?
