rssh should work with WinSCP if you select SFTP protocol, not SCP. See rssh F.A.Q.

ok, I found solution, rssh will be not work with WinSCP, but scponly shell works good.

I use rssh shell. It makes, that user can't login to shell, only scp or sftp works.
The problem is winscp can't connect to rssh.
