F5 to refresh?

I am coming to WinSCP from Filezilla and Cyberduck where F5 always means refresh, and now I constantly hit F5, which starts downloading or uploading something in WinSCP. I looked in the FAQ, which says that F5 means different things under Navigation and File management, and I don't understand what that means. If I am looking at a remote directory, I am navigating. What is navigation and file management two different things? How do I make F5 always refresh and never download/upload?
