Strange 1mb/s issue

Ok so i doubt this is actually a winscp issue, but i just don't get it at all..

Basically if i restart my comp, or my Ethernet connection , it will transfer at 4-5 MB/s which is my full line speed..... if its idle for 30+ mins and i do the same transfer, it maxs out at 1 MB/s until i restart the comp or Ethernet adapter.

Really no idea whats happening here, i updated the Ethernet driver and its still the same.. other downloads don't seem to have an issue, my usenet groups download at 4-5 MB/s no matter how long its idle for.

Any help would be greatly appreciated.
