external script wont be processed on W2008R2

I've noticed that when i use external script on 2008 R2 machine it doesn't work.
Same script does on Win8.1.
I have no idea, i tried:
running as admin
moving winscp from C:\Program Files to D:\Winscp

i got nothing :(
