It was caused script file is a shift jis.
It was resolved by the utf-8 of the script file.

Is your script file in UTF-8 encoding?

The script file must use UTF-8 encoding.

In WinSCP 5.9, lcd of scripting command does not work a path that includes the japanese folder name.
