can't connect to server

I installed Winscp on my new computer at home(Dell-using Windows XP-Home) and cannot connect to my server at office. If I enter the site name foley.math-cs.cmsu.edu I get a message the Host does not exist and if I enter the ip addr 153.91.52.115 I get the message Network error Connection refused. I have Winscp installed on my laptop and have no trouble using it ...? What I am missing? Thanks, LC
