More over it's not clear, what you want. Do you want to download all *.csv files, if any *.cnf file exists? Or do you want to download those .csv that have corresponding .cnf?

I want check *.cnf file exists or not on the remote server
If exists download the *.csv files ? if not exit from prompt.
This I am looking to do via winscp with batch script only
