Can you connect with any other client, using the same protocol?

log in issue

There is issue for Win SCP log in issue.
I tried to log in WinSCP sometimes and log in was failed.Then the window is poped up as "Network error: Permission denied"
Could you kindly tell mw how to fix this issue?
