Sorry, i can't test for now. I'm get backed to 1709 version for updating my website using WinSCP but, i can test on tommorow another 1803 PC and i writed result to here.

Wait for my reply :)

Hello.
Thank you for the new release.
I also updated my Windows 10 to version 1803, and strange I cannot connect to my FTP with the portable library, the Error is : "Connection failed"
The full version works.
I would appreciate if you can update this as well.

I have released WinSCP 5.13.2 with a workaround for a problem you have reported.
Can you please test it?

Windows 10 Version 1803 WinSCP Transfer Bug

I'm updated my Windows 10 Version 1709 to 1803.
But error occurred on Drap Drop feature.

If you try any file download with drap drop on Windows Explorer mod, file downloading to only Documents folder.
