What does the "flash" look like? Is it GUI window? Or a console window?

File that is available from winscp.net is (of current version) does not execute.
Upon double click of the downloaded file, the file does not execute.
Upon double click of the file that was downloaded, the computer does not execute the file, just simply "flashes", and does not run the current version.

I have attempted to install these two files, they both do not execute.

Is there any way this could be looked at? Is there actual electricity at this "site".
What did eat them?
Who was it?
Did I?

I look forward to continuation of this project.

I had downloaded WinSCP. The downloaded file is in the filename of; WinSCP-5.13.8-Setup.exe

This specific file, that I did receive form having the download initiate, did not execute.
It appears to be some sort of frk' file, the file contents are limited, and are primarily what you would expect when a spent piece of 'equipment is used, or it is at a later age at the exact point of use, or perhaps operation.

I have seen this abundantly lately, and it is rather common within this same issue.

I just wanted to ensure that the SCP'' did know that there is a problem with what is made available for download, for I have downloaded it, and it is not of anything operational at a listant sense.
