Check for complete upload

I have a script to download and then delete a file and plan on having it run every 30 minutes or so. In testing I found that if the file I am downloading is still uploading (from another user) I will only get a partial file downloaded.

Is there a way to check if a file has completed the upload process before I begin my download?
