Trying to build from source - make not found

When trying to build winscp 'make' is not recognized as an internal or external command, operable program or batch file. I tried following the procedure in readme.md but could not make mfc as I could not locate readme_mfc.txt - did I not install VS 2017 correctly, or missed an option?
This occurs in buildlibs.bat, after the "cd openssl" command.
I am using Windows 10 (64), winscp version 15.4 (from console.cbproj line 4)

Can someone please let me know where "make" should be located (what path, or devtool)
