Problem with files that contain "mod_rewrite.c"

I observe a strange behaviour of WinWCP 5.17.1 when I want to transfer a .htaccess file via FTP (TLS/SSL Explicit Encryption) to the server. If the file contains this:
<IfModule mod_rewrite.c>

...
</IfModule>

then I get the error message "Copying files to the remote computer failed. Transfer aborted. Link to file server lost". The file is then stored with 0kb on the server. A possibly already existing .htaccess is also replaced with 0kb.

I have noticed that it is not the file type .htaccess. The problem also occurs when I convert it to a .txt. It seems to have to do with the content only. A friend of mine was able to reproduce the problem as well.

Does anybody have an idea what the problem could be?
