It seems that your configuration is somehow broken.
If you type a wrong master password, you should get
Followed by a new prompt (like you want).
The error you get should normally never happen. It means that WinSCP believes that the master password is correct, but the password was encrypted with another master password. Or that WinSCP does not know the master password, but you have some encrypted passwords.
Try to turn off master password and reset it.
