Only if your Windows Server 2003 supports any of the protocol WinSCP knows (SFTP, FTP).

Transfer file between windows systems in different domains?

Considering downloading WinSCP; however need to know if it will address my need.

Have a file in SSS domain that needs to copied to CCC domain.
File is on my local C: drive of Windows XP SP3 laptop in SSS domain.
Do have a Windows Server 2003 SP 2 in CDSdomain.
My IDs and passwords for each domain are different. I have local administrator rights on both boxes.

Can this be done with WinSCP? I would probably use Commander GUI.
