Did you install WinSCP or are you using Portable executable?
Did you restart your machine since you have installed WinSCP?

WinSCP Drag and Drop to Windows 7 Windows Explorer

When dragging and dropping files from WinSCP to the Windows Explorer folder, the files aren't get copied. Instead a scpXXXXX folder get created.

O/S: Windows 7
WinSCP: 5.13
