Well, that's rather complicate question.
With SFTP protocol, with which the client (WinSCP) has good control over the remote files, symlinks to files are treated as the file itself, and symlinks to directories are ignored (no matter where they point to).
With other protocols (FTP, SCP), the behavior will differ with each server.
