You are not logging to WinSCP. You are logging to some server using WinSCP.

We do not know your server. you should first contact your server administrator.

I AM NOT ABLE TO LOG IN TO WinSCP
I get the error message
"Network Error:Connection to "sftp.merckedctrials.net" refused
"The server rejected SfTP connection, but it listens to FTP CONNECTIONS
"Do you want FTP connection instead of SFTP? Prefer using encryption.
