Error establishing a database connection

I am not sure what is causing this problem on my Wordpress site. I have tried the ways that were suggested on other forums on how to fix EEDC, but none of them have worked. So, I'd just like to check with WinSCP on whether my server is responsive. I am using version 5.1.1
