Logging in with the server fails/ keeps refusing my connection

Hello there..
I've been trying to access my server's FTP for 4 days and I still can't connect to it. Any thoughts?

The server uses TLS/SSL explicit encryption.

When I'm trying to connect, nothing happens, it just says "Connection timed out"
Repeating the whole process, still nothing happens. Please help.
