Now I first have to create the folder on desktop and then drag it to WinSCP (then the folder has correct permissions). Why should it be different when creating the folder with ctrl-d?

Before posting, please read how to report bug or request support effectively.
Bug reports without an attached log file are usually useless.

This is a feature request. The default file permissions should honor the preferences when creating new directories (ctrl-d).
