Sorry, this does not look like WinSCP problem (unless you can connect with any other FTP client and not with WinSCP).

Stuck with setting up FTPS - Can't connect to it
Hi Guys,
I am trying to set up a vsFTPD on an Ubuntu to be able to get files securely with FTPS. We have our SSL cert from GoDaddy, and following some manuals I am still unsuccessful, unfortunately don't have any experience in this O_o Logs attached, may I ask you if you have any hint where I go wrong please?
I try to connect in Passive Mode, I don't provide cert on client side just authenticating with "ask for password", chose TLS/SSL Explicit encryption.
