Server side solution for Copying files to remote side failed. Permission denied. Using FTP.

Hi, I've read many, many similar threads, but am not close to a solution. The usual answer is tell your server admin to fix it. In this case, I am in full control of the server. So, I'm looking for tips on how to solve this problem server side- "Copying files to remote side failed. Permission denied."

The user has the correct ownership and file permissions, so that doesn't seem to be the problem. I read somewhere that scp might be causing the issue. Any tips on what I should be looking into would be much appreciated.
