Can you post a log file? With which clients are you able to connect to you system? Can you try Putty SSH client? Please post results.

Cannot connect to OpenVMS 7.2-1 with Multinet 4.4A

Does anyone know if WinSCP can be configured to connect to OpenVMS with Multinet?

I cannot authenticate, but fail with an unknown term type and the connection dies.
