This is known issue that has been resolved already. The fix will be included into the next release.

WinSCP 4.0.5 graphical problem
Dear,
When launching WinSCP graphical under XP Pro SP2 french, the left panel is not in C:\ as it is indicated in the drop down list.
By default, the left panel is in My Documents, while the drop done list indicate "C:\ Disque Local"
