WinSCP connection to massive(GNPS)

I am receiving a strange error while trying to upload my MzMine output to GNPS. Whether I use my GNPS credentials or the anonymous login feature along side my ucsd host name I receive the same error. The error states

Connection failed

and then

No connection could be made because the target machine actively refused it.
Connection failed.

I have not previously encountered this error and the help page provides no useful information on how to resolve this.

Can you connect with any other client using the same protocol?
Did you talk to the server administrator?
