FTP: Unable to connect with script

If I use the console and put in user an password after WinSCP ask for it, everything works fine, but when I use the syntax "open ftp://user:password@host:22", I get following result:

Connected with host:22. Waiting for welcome message.... 
Connection failed. 
Timeout detected. 
Connection failed. 
SSH-1.99-OpenSSH_4.3 DEbian 1:4.3p2-2

I would be pleased about any hint.
