UAC manifest for installer
If installer is started on Windows Vista or newer, it typically fails because installer requires admin privileges but doesn't know how to ask them. It needs UAC manifest, along the lines of https://learn.microsoft.com/en-us/previous-versions/bb384691(v=vs.140)
