WinSCP process terminated with exit code 3 and output ""

Error Find:

WinSCP process terminated with exit code 3 and output "",
without responding
(response log file C:\Windows\ServiceProfiles\NetworkService\AppData\Local\Temp\wscp102C.03CE0BB8.tmp was not created).
This could indicate lack of write permissions to the log folder or problems starting WinSCP itself.
at WinSCP.Session.Open(SessionOptions sessionOptions)

Make sure you are using the latest version of WinSCP. If not, upgrade and restart your server.

Your code worked for me once I copied the winscp.exe to bin/Debug.

You better use WinSCP NuGet package. It sets up all dependencies for you:
