Winscp 5.5.3 FTP Connection issue

Hi Martin,
We are using Winscp 5.5.3 version. We are trying to connect one of the share through FTP.The port 21 is open but still we are not able to access the share. We are using TLS Explicit encryption. Could you please help us to solve the issue. attached is the error screen shot.

Can you connect with any other FTPS client?

We do not have other FTPS Clients. We are connecting only to this FTPS.

Could you please us. We are able to connect to FTP which are in our environment. But we are not able to connect outside our environment.

I was asking, if you can connect with any other FTP client. Not if you can connect to another FTP server.
