transfer speed throttle does not work with amazon s3 files

transfer speed throttle does not work with amazon s3 files. Doesn't do anything at all it just keeps downloading at full speed

Some of the machines we are unable to delete files using Winscp, when we checked more on this issue, file was locked by SSH service. to deleted that file we had restarted the SSH service. but all the time we are unable to perform the action, because machines are in remote place.
Do we have any command to delete those files remotely? or any other method/way to overcome from this?
