Can I create private proxies with WinSCP ?

Hello,
I hope I don't disturbe you too much.
I would like to know if with WinSCP I can surf AND use software which needs private proxies to works ?
I would like to install WinSCP on the computers of my mum and my dad (their are not living in the same city and their IP are not the same) in order me to use their IPs.
I would like to have username and password for each IP.
Do you think is possible with WinSCP ?

WinSCP cannot create any proxy.

I do not understand why you think WinSCP is the right software for such task.
