connect to remote file server through telnet after tunneling through another server?

I have a weird problem with me. Currently I log into a remote server "server1"(linux) using SSH (FTP not supported) and then I use "telnet server2" to connect to the actual server where my files are stored. Both require loginid/password. Now the problem is since there is FTP access to the two servers I have to use "vi editor" to edit/update all my files. Is there any way I can scp the file locally and then update using any better text editor and then scp it back to the server "server2".
I discovered that WinSCP allows me to connect to the server1, fine but my actual files are lying on "server2" which is accessible through "server1" tunnel.
Done so far:
Tried various options of Proxy/Telnet settings of WinSCP.
Also tried using VPN Dialer to start a tunnel but nothing seems to be working.. Can you suggest the right appraoch and clear my actual fundamentals. I've tried to explain my problem to the best of my knowledge but still if you have any questions fire me back.

Yes we would like to know too how to be able to SSH into a public server and then be able to connect to a local server on a local ip

There's some workaround using "Shell" option on SCP tab. Someone has posted it time ago, you may try to search forum for this.
