I've asked for logs. And I've asked about other clients. You didn't respond to those.

I use WinSCP version 5.19.5 Build 11933 2021-11-25.
I use protocol SFTP, I input host name [IPv6], port number 22, user name and pass, I login WinSCP Notification

Network error connection to "[IPv6]" time out.

Then I change protocol SCP and again login WinSCP Notification

Network error connection to "[IPv6]" time out.

Continue I try chance protocol FTP and again login WinSCP Notification connect Fail.

I try chance protocol WebDAV and again login WinSCP Notification connect Fail.

That's all my manipulation.
Please help me show me the way connecting server vs IPv6.

What protocol? Please attach a full session log file showing the problem (using the latest version of WinSCP).

To generate the session log file, enable logging, log in to your server and do the operation and only the operation that causes the error. Submit the log with your post as an attachment. Note that passwords and passphrases not stored in the log. You may want to remove other data you consider sensitive though, such as host names, IP addresses, account names or file names (unless they are relevant to the problem). If you do not want to post the log publicly, you can mark the attachment as private.

Can you connect with any other client using the same protocol? If you can, please post its log file too.
