Unable to connet to Chase server with winscp

Hi Consultants,

We need to connet to Chase Bank server to download the file.

We got all url and userid. then i generated Public and Provite key in my machine.Chase placed my Public key file inn thier server. then when i trying to connet using Winscp with Private key file
it is giving error like "Network error: Connection timed out"

Please advice me.
