Time wrong

my server work on japan.(GMT+9)
Folder time is different when logged in（9 hours off）
go back and update to fix it
File time is fine
why Folder time is different ?
(sever is Linux and FTP is vsftpd)

Please attach a full session log file showing the problem (using the latest version of WinSCP).

To generate the session log file, enable logging, log in to your server and do the operation and only the operation that causes the error. Submit the log with your post as an attachment. Note that passwords and passphrases not stored in the log. You may want to remove other data you consider sensitive though, such as host names, IP addresses, account names or file names (unless they are relevant to the problem). If you do not want to post the log publicly, you can mark the attachment as private.

I can't upload because it happened at the company
I tried to cut out the log when the time is different and when the time is good
(When the 14th line is different. When the 19th line is good.)
Is this enough information?
The version is 5.17.10(build 11087)
