Copying file to replace existing updates date and time but not the file.

I am using version 5.15.2 of Winscp in windows 10. I updated a file on my desktop which increased the file size to 118kb. I try to copy it to my website and appears to copy successfully, however the file size (116kb for the old file) does not change, When I view the file online, the older version shows up, not the new one with my changes.
I am using Commander view and FTP with no encryption.
I am attaching the log file. The file I am trying to transfer (copy) is named 2019confirmed.htm

While the file size did not change on the website, after clearing my cached files on my computer and browser, the data in the new file is showing up.

The upload with the new file size finished successfully. The server did not report any error. Yet a directory listing after the upload shows the original size indeed.
Looks like a server-side problem.
Can you update the file using any other FTP client?
