Is /timeout bogus?

No matter what I set the /timeout= to in my script it takes the same amount of time to return "Network error: Connection timed out.".

For example if I connect to an address that does not exist on my network (10.10.10.10), no matter what the timeout flag is set to it always takes 15+ seconds.

Is this a bug?
