Error while connecting to server Using WINSCP, PUTTY

Hii..

i cannot connect to my linux server using winscp, the following error comes,

Network Error:Connection refused.

I cannot using putty also.

Im using SSH and port no. 22 to connect.

I was able to connect to the same server before using winscp and putty.
After that when i tried to open a new connection the error comes.

Plz anyone can help me in resolving the issue..???

Can you ping your server?

Yes i can ping to this server and also i can connect using telnet using port no. 23.

the problem is with SSH.


How can i resolve this issue..
