Multiple session send

I have a server hosted by OVH.
And sometimes OVH limit the upload speed (don't know why, maybe for better speed balance for users.)
So I have a 400ko/s upload speed with my ISP.
But the upload by SFTP on the OVH server is limited to +- 200ko/s
Is it possible with WinSCP or another SFTP (or else FTP) to send one file in multiple part with multiple session.
Like that the software will be able to open 2 session and send the same file in full ISP speed.
It's the same principle that IDM (internet download manager) use. But in upload way :)
