When installing the latest version of winscp, the executable is-ONTEI.exe is created in the c:\windows directory.

What is the exact purpose of this executable?

is-xxxx.exe is temporary file of the WinSCP installer. It should be created in the temp folder. Unless you have TEMP pointed to c:\windows. It should get deleted after setup finishes.
