Timeout waiting for WinSCP to respond

Error in [SFTPDownLoad] Timeout waiting for WinSCP to respond - WinSCP has not responded in time
(response log file C:\Users\AppData\Local\Temp\xyz.tmp was not created).
This could indicate lack of write permissions to the log folder or problems starting WinSCP itself.

Please any one give me detailed solution for this above issue. I can't able to find solution for this. Help me friends. :!:

Sorry the solution which you gave has not helped me to fix my issue. Please give me some other solution. And one thing i want to remind you that the issue is raising at some time when we restart the server it's starts working. I want the solution with out restarting the server it has to work with out any interruption.

The solution you gave is to restart the system, then it will work. I don't want to restart the system without restarting it has to work. Please give me detailed solution. And the link which you sent contains lot of forums and i don't know which one to follow.

And i am using WinSCP 5.1.8. Please let me know which version i have to upgrade to solve that issue.
