new user, just got winscp working, problem with transfering files

I just got winscp running on my w2k box, connecting to my freebsd apache web server. I am having problem with copying files onto the web server - permission denied. I have changed the permissions on the web server, trying 750 (default), 755 and 777 and still get permission errors. What else should I be looking at?
