Network error with my Linux VM, but ping works.

I am using WinSCP with the version 5.7.3, and I am planning to transfer files between my Windows host and one Ubuntu guest (version 14.04).
The problem is: I can ping my Ubuntu VM without any problems, but when I connected it by using login in WinSCP, there was always an error message: Network error: Connection to "the IP address of my VM" refused.
Any hints about solving the problem?
